How do you fill in the China arrival card?

Online since 20 November 2025 and free. Here is every screen of the official form, who can skip it, and the look-alike sites to avoid.

Our answer

Online, free

Official portal, app or mini-program; paper still accepted at the border

The short answer

Since 20 November 2025, foreign visitors can fill in China's arrival card online before travelling, free, on the National Immigration Administration portal (s.nia.gov.cn), the NIA 12367 app or WeChat and Alipay mini-programs. Submitting generates a QR code for the border. Can't do it in advance? Fill it on arrival by QR code or on paper.

The official ways to fill it in

Use only these. The online form and the paper card are two ways to do the same thing, not two separate requirements.[1][3]

What happens after you submit

The system generates a unique QR code. At the border, officers pull up your declaration automatically or scan the code.

We did not submit a real declaration, so this comes from the NIA's own progress report: more than 15.55 million foreign travellers had used the online form by 28 May 2026.[4]

Who does not need to fill it in

The official instructions list eight groups:

  1. Holders of a valid Foreign Permanent Resident ID Card
  2. Non-Chinese holders of a Mainland Travel Permit for Hong Kong and Macao Residents
  3. Passengers transiting within 24 hours who do not leave the port's restricted area
  4. Members of tour groups entering visa-free as a group or on a group visa
  5. Airline, ship and train crew, drivers and other transport staff
  6. Cruise passengers leaving on the same ship
  7. People eligible for the courtesy channel for centralised document checks
  8. Travellers entering through the automated E-channel

When to fill it in, and fixing mistakes

The official wording is simply “before coming to China”. No minimum or maximum lead time has been published, and the form accepts any future date. Ignore sites that quote a fixed number of days.

Neither the announcement nor the instructions describe a way to edit or withdraw a submission. If you made a mistake, fill in a new declaration or call the NIA hotline on 12367.[1][4]

Yes. The official form is free. The NIA warned in December 2025 that fake websites charge travellers; never pay to fill it in.

Do I need it for 240-hour visa-free transit?

Yes, if you leave the airport. Only passengers transiting within 24 hours who stay in the restricted area are exempt.

Can I fill it in on my phone?

Yes, through the NIA 12367 app or the WeChat and Alipay mini-programs, or by scanning the official QR code.

How far in advance can I fill it in?

No official limit is published. The rule is simply before you travel, and the form accepts any future arrival date.

Is the paper arrival card still used?

Yes. If you could not fill it in online, you can complete it at the border on paper or on a phone or on-site device.
